How do you balance policy comprehensiveness with readability?

This is a common challenge! We use a "layered approach" that has worked well: The main policy document contains the essential requirements at a high level (2-4 pages max). We then create detailed Standard Operating Procedures (SOPs) or guidelines as separate documents for those who need the granular detail. For employees, we also create one-page "Quick Reference Guides" with the key points. This satisfies legal requirements while keeping the core policy accessible to all staff levels.
